Taskman.exe isn't a taskbar, at least not in Windows 3.1x, but a box.
Ctaskman.exe included with Calmira is simply a replacement for the
"box".  In Calmira, you can just double click on the background to
activate it.  It's function is sort of like the box that you get in
WIN9x when you hit Ctrl-Alt-Del.

If you get a "out of system resources" message I would look at your
memory management.

Admittedly, I do have 3 times the memory you do in my 486, and had even
more in my 386 when I was running that computer.
