Actually, it's been done, but even better.  It's called "hearme.com" and it
allows people to display a picture representation of themselves (though not
with expression) participate in a scribble board, select text font and
color, and ~gasp~ speak!  What's more, it's SO proprietary it uses it's own
servers and clients.  OTOH, it's great for karaoke!  Better bump up your
bandwidth and RAM if you're going to use it.  Oh, and a full duplex sound
card would be wise.
If you really like voice chat but want less overhead, there's firetalk.com
which can run in the background while you work with your
news/email/whatever and just press a key you've specified when you want to
talk.
