As I understand it, many or most com type devices have their own firmware
included on them, like the UART chip, for example, on your traditional
modem.  In Win devices, some of this is lacking.  The operating system
(win9x) and cpu take over those tasks instead.  This means that the device
is cheaper to make and buy.  It also means it cannot operate without those
features in the software, and it puts more load on your cpu.
best is to pay the extra money for something rated to work in DOS or Linux.
