What is an ID3 tag?

Well the subject pretty much states my question.  What is an id3 tag?
Is that the info diplayed by Winamp while an MP3 is playing?  Winamp
gives a choice to remove it?  Why would I want to?

Anybody play MP3s successfully on a 486DX2-66?
