ID3 doesnt have much to do with the Winamp MP3 player, besides
the fact that it can use it.. :)

The idea of ID3 is the ability to add description about the MP3
sound file. This is typicly consisting of: author, date, comment..
general info related to songs, for short. Kinda usefull.

Regarding winamp, in its late versions its possible not only to view
the info, but also to edit it. (you can also remove.)
