Did you by any chance check out the IBM Transcoding pages
(http://www.research.ibm.com/networked_data_systems/transcoding/Demos/demos.
html)? Unfortunately, some of the demo links are broken at the moment, but
it struck me as a way to provide access to info for those otherwise left
out. A de-adobifier function might also be doable (a-do-able :).

My personal interest in this topic has more to do with getting stuff onto my
Palm organizer than SurvPC hardware, but I've found many of the challenges
similar (low memory, limited screen real estate and resolution, low
horsepower CPU).

I agree with you on the licensing aspects. If anyone with a handheld has run
into AvantGo's licensing, they're obviously trying to corner the market on
access to info via the Internet!
