Often it can't move but it can copy and later delete.  Moving involves
deleting a file.  If that file is marked read only, then it won't let you
delete it.  this can happen if it's tagged as a system file, or if it is or
was on a read only drive such as CDrom and has retained it's properties
when moved earlier.
You can check the attributes by selecting the file or files, context click
(right click or that nifty little button to the immediate left of the
rightmost control button on newer keyboards) and either press the R key, or
choose "properties", and then the properties will show up and you can check
on or off the relevant check boxes.
It can also be because that file is currently being used by your system and
you have to either close the app associated, reboot to safe mode, or delete
it in DOS.  Just depends on what you are doing and what with.
