Perhaps it's stripped of debug information? Doing this on the pdftotex.exe
file really gets it smaller.

Correct, gunzip386 can be downloaded from either the official homepage, or
as an APM for Arachne on the main Arachne page (XPDF 0.91 also has an APM
there).
