if you do not mind a DOS program, have a try with
B.J. Guillot's BGFAX

If you need some non-English codepages your choice of fonts is
a bit restricted. But besides this it is really universal.
In lack of a scanner I have even used it to digitalize BW-
grahics for my webpages or simple publications.
