Constant - that looks really like (at least) one broken program file: look for one of the device files (mouse driver?) for instance, which are often accessed even from other progs too. Could be a bit tedious to do a file-compae with each and every of the basic system files...
The signs are too obvious that some prog is "leaking memory" i.e. derails somewhere and fills up the free mem. BTW, I had that sign often with broken/unsuccessful attempts of the DOS packet driver epppd loading (it then filled the stack and all the rest and I got all sorts of erratic error messages, any keyboard touching then resulting in "Cannot load Command.com"). Luckily there's LSppp now.
