Nope, of course.  I wonder if one can mount a loopback filesystem readwrite
off a readonly partition?  There is NTFS support for Linux, but it's
readonly for the same reason the DOS support is readonly.  Alternatively, as
Charles suggested, a CD image; if one assumes people running XP have
CD-R/CD-RW drives...  The burning support is built in, I think.  Again, if
you want to test images, it takes me about thirty seconds to try and boot a
.iso file.
