Well,
I just ran across another option, this one probably
more for the Win9X crowd, not DOS or Win3X (even with
Win32s).  A long time ago, some 5 years, there used
to be a commandline scanner called AVScan, I even had
it on my web site at MSN Homepages.talkcity.com before
that host went kaput.  It worked passibly, but the
heurisics in the old version were almost too strong,
and many times would alert on virus signatures that
were not really there, such as those in another brand
of antivirus, notably MSAV, CPAV and even McAfee.
Anyway, the company that produces it is in Germany,
HBeDv (I think), www.antivir.com is URL, and I read
recently on their web site that new releases for
"personal use" are again free.  I have not tried the
Win9X package, but did download a new "protected mode"
32 bit DOS commandline scanner.  It does seem to work
better than older releases, with one problem.  The
free version of AVE32.EXE will not let you scan inside
sub-directories of your hard drive.  But, you could
use it by specifying a particular directory to scan.
Meanwhile, I will investigate this one further...
AVScan works even on my old IBM PS2 (AVScan 4.54 does)
