The initialization-string is the one I use in a computer that also
runs a QBASIC dialer I wrote. It is the only one that works for me
with no problem.
I used COMTOOL as a dialer because I wanted the smallest
configuration posible.
It also logs into my IP much quicker than LSPPP or NETDIAL.
In this computer, a 80286 with hercules amber monitor I use:
COMTOOL 1 AT&F ^CR ^
COMTOOL 1 ^T4 ^B0 ^F81
ATX4W4S11=55+MS=V34B,0,28800,33600,28800,33600 ^CR ^
COMTOOL 1 ATDT06102223444 ^CR ^W600 CONNECT BUSY NO^

I use ANSI.SYS because I have a lot of upper memory free.

I put the following lines:
when connecting:
echo %myip% %remip% %netmask% >> TIME.LOG

when disconnecting:

echo ============================================>> TIME.LOG
I think these lines don't work with some non english DOS, that's
why I didn't include them.

Last week I got a 8 Mhz V20 (8086+), but I have to put a 3.5" drive
in it. I'll try dial_ip.bat in that computer next month.
