Disk Copy Plus is another MS-DOS solution that works well.  It's
10+ years old but still runs well on DOS and 2000/XP's NTVDM.

<http://bhs.broo.k12.wv.us/pub/ibm/UTILITY/DCP13.ZIP> is just
one source for this utility.  It can copy between unlike formats
as long as the target disk has the physical space available, and
the disk will still be bootable when the copy is complete.
