Yes, there is.

In a system having both kinds of drive, log onto the 5.25 inch
disk (let's assume it's A:), place a 3.5 inch disk in the smaller
drive (we'll assume it's B:), and use the command  FORMAT B: /S
which will format the 3.5 inch floppy and lay in the boot track
with the needed files.

Then copy the contents of the 5.25 floppy to the 3.5 floppy and
you have a usable clone of that diskette.

... or ... plan "B" ...

In a system where you have just the 5.25 drive and no 3.5 drive
but you can connect both to the internet:
    Connect to FTP server tmonroe.com
    user "public"
    password "public"
    download the file "pm4disk.zip"
    extract from this zip file something called COPYQM.EXE
    (the rest of the zip would be used if you wanted to
     make a Partition Magic 4.0 DOS boot disk)
    using COPYQM create an image of the bootable 5.25 disk
    take this image to the box with the 3.5 disk and ...
    using COPYQM burn the image to a floppy.

COPYQM has help for how to move images from one format to another.

It will run as a DOS process under Win 3.1/95/98, but it's best
to run it in DOS mode.

Variations on this theme would be to download the pm4disk.zip
and create an image of the 5.25 bootable disk, burn it to a CD,
then fetch it from the CD onto the box with the 3.5 drive, or
do the same with a ZIP disk, and so on.

If your configuration doesn't match any of these details, just
