I use a hardware solution, myself, the Focus Electronic FP-21
programmable keypad.  Cost about about US$40, and has 16 programmable
macro keys, plus four function keys.  It plugs in between your keyboard
and your computer, and can record just about any set of keystrokes.

A quick web search yields several possible solutions, all of which
seemed to be shareware.
