I would have to say yes.

There are those times when you have that momentary surge of processes when
you are suddenly out of memory. Swap can help when you don't realize it. It
can also be used when you can't see it in top. Even if you use top with no
display delay, it may be almost impossible to see the swapper in action.

Some swap is, IMO, necessary.  How much is another elusive question. You
need some experience and lots of playin' around to be able to figure that
one out, adequately.
