In my opinion, you did exactly the right thing (comment out the tty lines in inittab).
With no keyboard or monitor, there's no way for the machine to have virtual tty's, it can only have tty's via serial line. However, can be 'dangerous' in that if all the tty lines are commented out, you can't login to machine by connecting monitor and keyboard. Then you'll have to boot with SuSE CD and modify inittab before you can tinker with the system. That may not be 100% right but it worked for me.
