I don't like the idea of forcing people like that. I believe in an after life, and even if they are not held responsible in this life, I believe that they will be held responsible there, for the good or bad that they cause in the here and now.
Yes, personal response ability is good, but, I don't think that is the way to go about it. I dislike any form of Big Brother. I dislike new vehicles, because of the built in obsolescence, and so called hype that is use to sell them. I also like older cars, because a single cracked tail light doesn't cost $150.00 ( or more ) to replace.
