I think the solution is to make a SVG to PostScript converter.  Then
you can send the result to almost anything (including hpgl) via
ghostscript or convert to PDF.  Solves the printing problem too.
There are some PS to SVG converters but I haven't looked for anything
like this.  Since SVG is XML it might be possible to wright something
in XSLT.  It has been years since I worked with PostScript but I would
be willing to help on something like this.
