Panning currently depends on if you load the svg stand-alone, or by inclusion (in an <object> element for example). If it's a stand-alone load you can use the normal document zoom controls in Opera (shortcuts '+' and '-') and that will get you scrollbars if necessary. If it's not stand-alone then you can use the context menu for zooming and just click-drag to move around. We are aware of some bugs with the click-drag panning, so those are also on our list. Please share any thoughts you have on how you'd like panning to work in Opera.
