Hello Keith, Thanks for the feedback. I already have XP SP2, so that much can be ruled out. I also have Adobe SVG Viewer 3.03, but to play it safe I went ahead and installed a fresh copy of the viewer, but no luck.
As far as the utf-8 line of code, well I have that in other SVG files that I have opened with IE 6 and IE 7 without a problem. I think it must be connected to the mouse over and mouse out javascript commands. But, I am not sure. Well, if you can think of anything else please let me know.
