Hi, Probably the best free program for creating and editing SVG is Inkscape (http://www.inkscape.org). This is very easy to use and comes with a good tutorial. This doesn't do animation or interactivity but you can learn the code (SMIL and/or Javascript) and add this to the files yourself. For bitmap graphics there's Gimp (http://www.gimp.org/) which is similar to Photoshop and has some SVG support. If you want to try 3D graphics there's Blender (http://www.blender.org) which is very complicated and not very user friendly. There's a python script to export SVG from Blender but it only works with older versions and leaves much to be desired.
