I find Inkscape's output to be way too precise, to the point of being  
bloated and difficult to maintain except by continuing with inkscape.  
Another tool that I like is Sketsa - http://www.kiyut.com/products/sketsa/  
- which has improved a lot and now runs nicely on my Mac, although it is a  
Java tool and I presume it is designed on either windows or linux.

There are a few other possibilities, too. http://svg.startpagina.nl/ lists  
a coupleof dozen or so...
