yes, SVG 1.2 T is missing the DOM methods dealing with length 
calculations - which is a pity. I am pretty sure that the SVG 1.2 
Tiny players already have those calculations present in their code 
for other purposes.

However, SVG 1.2T players are allowed to implement more features from 
the full version. They aren't restricted to the tiny profile. In 
fact, Ikivo and Bitflash already implement selected features from the 
SVG 1.1 full specification, based on customer feedback.

In the future there might also be additional profiles to add these 
features.

The webkit nightly builds already support SMIL and the SMIL examples 
on carto.net work mostly fine. animating stroke-dash and stroke-
dashoffset is nothing special - it is like animating every other 
attribute.

The examples also work in Batik - so there are at least 4 
implementations out there that implement the examples consistently: 
ASV, Batik, Opera, Webkit nightly.

yes, those are implemented in all browsers. I also need them in 
mapping when positioning elements along a path

The use of animated masks is an interesting use case I am interested 
in further exploring ...
