The animateMotion element is animating the top most g element, and hence the 
outer line.  To animate just the rectangle, make the animateMotion element a 
child of the rect element

<rect width="1" height="1" style="fill: black; stroke: none;">
 <animateMotion dur="30s" fill="freeze" repeatCount="indefinite">
    <mpath xlink:href="#OutermostLine"/>
 </animateMotion>
</rect>

The rectangle is very small compared to the "thickness" of OutermostLine - very 
difficult to see unless you zoom in.  Try using a width,height of 50.
