SMIL animation isn't (yet) supported very well across browsers.

The animateMotion element has to be inside the element that's meant to be 
animated.  I guess you want to animate the rect, so place the animateMotion 
element inside the rect element:

<rect width="1" height="1" style="fill: black; stroke: none;">
  <animateMotion dur="30s" fill="freeze" repeatCount="indefinite">
     <mpath xlink:href="#OutermostLine"/>
  </animateMotion>
</rect>

But a black rectangle that's moving along a black path isn't very visible 
anyway, especially if it's as small as in your case.  What's that for?
