In casual language, I know it as necessary to reach any SVG scripting
(actually, only the *first* scripting block, I think) from the outside;
that is, if A.html embeds B.svg, and B.svg has scripts A.html needs to
invoke/update/..., A.html must navigate by way of defaultView to reach
the space of embedded scripts. I haven't found an authoritative
description or explanation; I've just imitated other artisans I've
noticed. My rough understanding is that most browsers implement
defaultView for SVG, even though, as you observe, 1.1 doesn't appear
to include it.
