pluto: IKEv1 IKE: don't clone the 'base' spdb only to overwrite every
single field except AUTH.
Instead, unconditionally start with an empty spdb entry and fill in all
fields including AUTH (proof of identity). For auth, extract the value
from 'base'.
This leaves just one point in the IKEv1 IKE code where the old spdb.c
tables are being used. Follow on patch to instead use a simple table,
filtered by FIPS, can eliminate that.
