* pluto: Remove NSSCERT_CheckCrlTimes() copy as this is now exported by NSS
This still leaves us with a copy of CERT_CompareAVA()
This is exported in 3.28, but not yet in 3.21.
Leaving the copy of CERT_CompareAVA() in the code until this is more
available at commonly deployed systems.
