pluto: IKEv1 IKE: prefer 256-bit keys over 128-bit keys
Previously, given an IKEv1 config line like ike=aes or ike=camellia,
the 128-bit key would be proposed first (order hints at preference).
Now it is proposed second.
This makes things consistent across IKEv1 an IKEv2 IKE.
This change does not affect ESP/AH.
