pluto: IKEv1 IKE: when responding to 3DES or DES, don't second guess
ike_alg FIPS checks
This replaces the two calls to ike_alg_enc_ok() with more direct
ike_alg lookups. In the case of 3DES or DES, remove code second
guessing the failure mode.
Like old code, ignores .keylen_omitted case.
