pluto: dont exit pluto on failure to ioctl(SIOCGIFFLAGS), just skip
interface
This can happen on labeled interfaces on Linux, eg:
ip addr add 1.2.3.4/32 dev lo label lofoo
ipsec whack --listen
002 listening for IKE messages
003 FATAL ERROR: ioctl(SIOCGIFFLAGS) for lofoo in find_raw_ifaces4().
Errno 19: No such device
