ikev1: add function to correctly find a state based on the icookie
Looking for icookie+zero_cookie in the cookies table only works
while the state's rcookie is zero (which is only true for
the initiator before it gets back the first reply).
This doesn't fix the responder which isn't even trying to match
a re-transmit of a first packet.
