logging: define LOG_WARNING severity log-only stream and LSWLOG_LOG()
It logs messages with severity LOG_WARNING but does not also try to
send them to whack.
This is unlike the debug stream which logs messages with severity
LOG_DEBUG; and the logwhack stream which also sends the message to
whack.
Arrrgh!
