ikev2: drop ROLE parameter to ikev2_child_sa_respond(); always
ORIGINAL_RESPONDER
For now hard-wire a local variable.
However, note that in this context ORIGINAL_RESPONDER makes little
sense. Since this is CHILD_SA request/response, the R(Response)
flag and not the I(Initiator) flag is what should be used.
