ikev2: add more details on an IKE vs CHILD SA state transition mashup
Namely that the state transitions STATE_PARENT_R1->STATE_PARENT_R2 and
STATE_PARENT_I2 -> STATE_PARENT_I3 have been mashed into the CHILD SA
state that the IKE SA is trying to create.
Which helps document why ikev2_ike_sa_established() needs an explict
new-state parameter.
