events: schedule IKEv2 opportunistic replace-if-used as a normal
EVENT_SA_REPLACE event
Moves more of the replace / re-key / expire logic to one place - the
IKEv2 EVENT_SA_REPLACE handler. The events EVENT_v2_REPLACE_IF_USED
(for CHILD SA) and EVENT_v2_REPLACE_IF_USED_IKE are no longer used.
