pervasive: examine use of "UNUSED"
This would be better named MAY_BE_UNUSED since code is allowed to
use things declared UNUSED.
- v2_proposals.c parse_proposal: "proposals" is used
- lsw_get_xauthsecret: eliminate unused arg "connection"
- sign_hash_ECDSA: eliminate unused arg "hash_algo"
- whack.c check_end: eliminate arg "default nexhop"
