whack: replace no-prefix hack with RC_PRINT
If whack received a pluto message with no leading NNN prefix it
would dump the text to stdout. Not exactly robust.
Instead use the RC_PRINT prefix to flag that the prefix should be
stripped.
whack_log_comment() reduced to a wrapper of whack_log().
