ikev2: simplify initiate of IKE_AUTH or IKE_INTERMEDIATE at end of
process_IKE_SA_INIT_response()
For IKE_SA_INIT when DH is complete, continue with:
process_IKE_SA_INIT_response_continue()
which computes the keying material and then calls either of:
initiate_IKE_AUTH_request()
initiate_IKE_INTERMEDIATE_request()
