ikev2: drop dead code in IKE_SA_established() trying to handle IKE initial
contact
Because .newest_ike_sa is updated before calling this function,
the attempt to check for a newer IKE SA always fails.
It turns out that this is a good thing. It stops the IKE SA
being deleted before all the children have had a chance to
re-establish.
