ikev2: return v2_notification_t from ikev2_process_sa_payload()
... not STF_FAIL+v2N* or STF_FATAL.
Return v2N_NO_PROPOSAL_CHOSEN when there's something suspect
(missing DH say) about the proposal (not v2N_INVALID_SYNTAX).
In callers use v2_notification_fatal() to determine if STF_FATAL
should be returned to the state machine.
