ikev1: rename EVENT_PAM_TIMEOUT -> EVENT_v1_PAM_TIMEOUT
IKEv2 doesn't schedule PAM timeouts.
But wait, isn't this a bug in IKEv2?
Not really. PAM happens during IKE_AUTH and that already has a
discard event scheduled (discard calls delete_state() which had better
know how to clean up PAM).
