ikev2: update state transition checks aka init_ikev2()
Now that the (from) .state is valid.
- use passert() (see below)
- dump the transition payloads when dumping the states
- check the transition's from .state's kind
- received and send are consistent
Also add note that the easiest way to run the checks is:
OBJ.*/programs/pluto/pluto --selfcheck --debug-all --stderrlog
giving a fast turnaround on mistakes (when run as a normal user,
ignore the NSS barf).
