pluto: re-order initialization; improve --selftest
- move static variable initializers to before NSS
so that they fail before NSS fails (can more be moved?)
- when selftest, explicitly skip lock and fork (and log)
- rename timer init functions to init_*_timer()
so it is clearer they can't be moved to before the server
this way:
pluto --debug-all --selftest --stderrlog
is more useful; even when run as a normal user
