ikev2: merge process_v2_*request_no_skeyseed() code
Lurking in both ikev2_ike_auth.c and ikev2_ike_intermediate.c.
Put merged function, process_v2_request_no_skeyseed(), in
ikev2_ike_sa_init.c. Computing the SKEYSEED is the final step
of an IKE_SA_INIT exchange; computing it when IKE_AUTH et.al.
arrives is just an optimization.
