ip: update ip_protoport
- add .is_set
- rename .any_port to .has_port_wildcard
- drop protoport_is_set(), use .is_set
- drop protoport_has_any_port(), use .has_port_wildcard
- parse %any as 0
- print tcp/22 instead of 6/22
- handle null and unset protoports when printing
