ikev2: in responder send SIGNATURE_HASH_ALGORITHMS unconditionally
+ the connection is tentative, remote .policy_authby could be wrong
(for instance, IKE_AUTH may trigger a switch from host-host:PSK ->
host-any:RSA)
+ not sending SIGNATURE_HASH_ALGORITHM leaks configuration
information
