connections: set c->policy[AUTHBY] to .local .policy_authby at the start
When an asymemetric connection didn't need to be oriented,
things like PSK were never set (even though they were cleared).
Also:
- renders much of the connection add code fiddling with
c->policy[AUTHBY] redundant.
- any code testing c->policy[AUTHBY] should be switched to
.local .config .host .policy_authby
